The Seekers and Magic Laws

Demacia's suspicion of magic has a historical foundation in the Rune Wars. Its earliest refuge offered protection from powers capable of devastating entire societies. Over time, the memory of that danger became embedded in the kingdom's identity, architecture and laws. Fear inherited from a catastrophe could be directed at people born long after it.

The Mageseekers turned that fear into an institution. They identified, detained and controlled people with magical abilities, making the boundary between citizen and threat a matter of state power. Sylas's early service demonstrates a particular cruelty in that arrangement: a gift could be useful when employed against others, yet still expose its bearer to punishment.

Petricite sits at the heart of the contradiction. Associated with protection from magic, it also has the capacity to contain magical energy. Sylas's discovery changed what he understood about the material surrounding him and helped turn an instrument of imprisonment into a means of revolt.

The Mageseekers should not be described as an institution frozen forever at the moment of Sylas's imprisonment. The rebellion and later events in The Mageseeker alter their place in Demacia, culminating in their disbanding. The historical question remains even after that change: how a society repairs the damage done when the promise to keep people safe became a justification for treating some of those people as enemies.
